Armando F. Victoria is a seasoned management and business consultant with extensive expertise in project feasibility and investment studies, business registration, investment incentives, and government relations. With over 15 years of experience in various industries—including textiles & garments, cocochemicals, construction materials, and agro-forestry—he has played a pivotal role in supporting businesses through strategic planning and operational management.
As Vice President for Operations at the Philippine Exporters Confederation, Inc. (PHILEXPORT), Armando oversees key administrative and operational divisions, including Customs Common Bonded Warehouse No. 1045, and Data Privacy. He has been instrumental in enhancing systems development, implementing IT solutions, and ensuring efficient export processes. His leadership in accreditation and compliance further strengthens PHILEXPORT’s commitment to supporting over 3,000 member exporters across the Philippines.
Mr. Victoria is also a member of the Technical Panel for evaluating textiles and garments-related project proposals for funding under the Philippine Council of Energy, Emerging Technologies, and Research and Development (DOST-PCEEIRD). This role reflects his continued contribution to advancing innovation and industry development within the textile sector.
His professional background includes serving as General Manager at Vicres Development Corporation, Import & Export Manager at Philmosa Garments, and Investment Analyst at the Board of Investments. His expertise spans trade facilitation, financial analysis, export documentation, and business development, making him a valuable resource for entrepreneurs navigating the complexities of investment and trade.
A graduate of the University of the Philippines, Armando pursued a Bachelor of Science in Pre-Medicine with a major in Zoology. He later completed academic units toward a Master’s in Business Administration at the University of Santo Tomas, specializing in financial and production management. His commitment to continuous learning is evident through his participation in international and local seminars on trade, investment, and financial strategies.
Beyond his professional achievements, Armando is a dedicated consultant, having developed industry-specific feasibility studies and computerized systems for trade and export processes.
