Gen. Edgar B. Aglipay (Ret.) is a distinguished leader in security, logistics, and public service. As Chairman of EMME Group of Companies, he oversees a network of businesses specializing in security services, risk management, and corporate protection. His expertise in law enforcement and strategic operations has positioned EMME as a trusted provider of security solutions in the Philippines. Beyond his corporate leadership, Gen. Aglipay serves as Chairman of the Senior Advisory Council of the Port Users Confederation of the Philippines (PUCP), where he plays a vital role in guiding industry policies, trade facilitation, and port security initiatives. His extensive experience in governance and regulatory affairs continues to shape PUCP’s advocacy for efficient and secure trade operations. A former Chief of the Philippine National Police (PNP), Gen. Aglipay led the national police force from August 23, 2004, to March 14, 2005. His tenure was marked by significant reforms in law enforcement, crime prevention, and public safety. After retiring from service, he transitioned into business and industry leadership, leveraging his expertise in security and logistics. He is currently the Governor of Cagayan.
