PUCP Participates in LSPH Dialogue at Rizal Park Hotel

On February 15, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) took part in the Logistics Services Philippines (LSPH) Dialogue held at Rizal Park Hotel, Manila. Representing PUCP were Ms. Julita Q. Lopez and Mr. Anthony V. Eugenio, who joined fellow stakeholders in discussing key issues affecting the logistics and supply chain sectors.


PUCP Participates in 1st Central CICAC Meeting with Commissioner Bienvenido Rubio

On February 28, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) took part in the 1st Central Customs Industry Consultative Advisory Council (CICAC) Meeting held at the Office of the Commissioner (OCOM) Conference Room. The meeting was presided over by Bureau of Customs Commissioner Bienvenido Y. Rubio and brought together key industry stakeholders to discuss customs modernization, trade facilitation, and collaborative reforms.
PUCP expressed its support for the Bureau’s initiatives and contributed insights on operational challenges and policy recommendations. The meeting marked a significant step toward strengthening public-private partnerships and enhancing transparency and efficiency in customs processes.

PUCP Holds 2024 Planning Conference and 4th Regular Board Meeting in Baguio City

The Port Users Confederation of the Philippines, Inc. (PUCP) successfully convened its 2024 Planning and Budget Conference alongside its 4th Regular Board Meeting on April 14–15, 2024, at the President’s Room, Baguio Country Club, Baguio City.
Presided over by Chairman Atty. Oscar M. Sevilla and President Col. Rodolfo T. De Ocampo (Ret.), the conference gathered key officers and sectoral representatives to review organizational priorities, financial standing, and strategic initiatives for the year. Highlights included:

The event also featured discussions on recent Bureau of Customs consultations, tariff rate petitions, and proposed legislative actions. A special resolution was passed to form a Summit Committee to spearhead the upcoming industry-wide dialogue.

PUCP Holds Courtesy Call and Fellowship Meeting with MICP District Collector Carmelita Talusan

On April 17, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) paid a courtesy call and held a fellowship meeting with MICP District Collector Atty. Carmelita M. Talusan at the MICP Conference Room.

Led by PUCP President Col. Rodolfo T. De Ocampo (Ret.), Chairman Atty. Oscar M. Sevilla, and key officers, the meeting served as a platform to strengthen collaboration between PUCP and the Bureau of Customs–MICP. Discussions focused on streamlining customs procedures, addressing industry concerns, and exploring areas where the Collector’s office can extend support to port users.

Collector Talusan warmly welcomed the PUCP delegation and expressed her openness to future engagements aimed at improving port operations and stakeholder coordination.


PUCP raised critical concerns, including the need to streamline container examination protocols and reduce excessive signatory requirements. The delegation also expressed support for CICAC as a vital platform for public-private collaboration in improving customs services and addressing long-standing industry challenges.

PUCP Participates in 3rd Central CICAC Meeting at PCCI Headquarters

The Port Users Confederation of the Philippines, Inc. (PUCP) actively participated in the 3rd Central Customs Industry Consultative and Advisory Council (CICAC) Meeting held on April 30, 2024, at the Philippine Chamber of Commerce and Industry (PCCI) Headquarters in Taguig City.

The PUCP delegation was led by VP-Customs Affairs Ms. Julita Q. Lopez, together with Mr. Anthony V. Eugenio (VP-Door to Door / OFW Affairs), Mr. Mario C. Sy (VP-Domestic Trade), and Mr. Rommel A. Ibuna (Executive Vice President). The meeting, organized by the Bureau of Customs (BOC), brought together key industry stakeholders to address pressing issues in trade facilitation, customs procedures, and regulatory reforms.


PUCP Participates in 1st CICAC General Assembly at FFCCCII Headquarters

The Port Users Confederation of the Philippines, Inc. (PUCP) took part in the 1st General Assembly of the Customs Industry Consultative and Advisory Council (CICAC) held on May 27, 2024, at the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) Headquarters in Binondo, Manila.

PUCP was represented by Mr. Mario C. Sy (VP-Domestic Trade), Mr. Anthony V. Eugenio (VP-Door to Door / OFW Affairs), Mr. Emmanuel V. Dela Paz (VP-Internal Affairs & Business Development), and Ms. Elaine Tan. The assembly gathered customs stakeholders from across sectors to strengthen dialogue and cooperation with the Bureau of Customs (BOC).

The PUCP delegation actively engaged in discussions on customs modernization, trade facilitation, and regulatory reforms. Their participation reflects PUCP’s ongoing commitment to representing the interests of port users and contributing to policy development through collaborative platforms like CICAC.


The Board also deliberated on PUCP’s continuing support for the Bahay ng Diyos Foundation, including the proposed sponsorship of a retreat cottage in San Benito as part of the Foundation’s jubilee celebration in 2025.
 
The meeting concluded with a reaffirmation of PUCP’s commitment to transparency, member welfare, and active engagement in customs and trade policy reform. The next Regular Board Meeting was scheduled for June 27, 2024, at the PUCP Office.

PUCP Holds 5th Regular Board Meeting at Manila Hotel

On June 4, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) convened its 5th Regular Board Meeting at the Cigar Room of Café Ilang-Ilang, Manila Hotel. The meeting was presided over by Chairman Atty. Oscar M. Sevilla and President Col. Rodolfo T. De Ocampo (Ret.), with a quorum of board members and representatives in attendance.
 
Key agenda items included updates on financial standing, internal audit procedures, and the completion of PUCP office renovations. The Board approved the discontinuation of the Lifeline Ambulance subscription due to non-availment and passed a resolution granting medical assistance to Chairman Atty. Sevilla. Discussions also covered the organization’s participation in recent CICAC meetings, where PUCP successfully advocated for reduced processing times for CBW licenses and fewer signatories on examination reports—achievements acknowledged by the Bureau of Customs.
 

PUCP Convenes 6th Regular Board Meeting

The Port Users Confederation of the Philippines, Inc. (PUCP) held its 6th Regular Board Meeting on June 27, 2024, at the PUCP Office in Port Area, Manila. The meeting was presided over by President Col. Rodolfo T. De Ocampo (Ret.) and attended by members of the Board and sectoral representatives.
 
Key updates included financial matters, recent engagements with the Bureau of Customs, and internal administrative concerns. The Board also discussed preparations for upcoming stakeholder activities and organizational support initiatives.

PUCP Attends Meeting with DTI and BOC on AO 23

On July 2, 2024, representatives of the Port Users Confederation of the Philippines, Inc. (PUCP) attended a joint meeting with the Department of Trade and Industry (DTI) and the Bureau of Customs (BOC) at the OCOM Conference Room.
 
The discussion focused on the implementation of Administrative Order No. 23, with emphasis on its impact on trade facilitation, import processes, and port operations. PUCP expressed its position on key provisions and reiterated its commitment to supporting policies that promote efficiency and transparency in the logistics and customs sectors.

PUCP Participates in 5th Central CICAC Meeting and Honors BOC Leadership

The Port Users Confederation of the Philippines, Inc. (PUCP) took part in the 5th Central Customs Industry Consultative and Advisory Council (CICAC) Meeting held on July 5, 2024, at Diamond Hotel Manila.
 
During the event, PUCP presented plaques of appreciation to Bureau of Customs Commissioner Hon. Bienvenido Y. Rubio and Deputy Commissioner Vener Baquiran in recognition of their steadfast support for trade facilitation and their commitment to addressing port user concerns. The plaques also acknowledged their leadership in fostering inclusive dialogue through the CICAC platform.

PUCP Joins Grand Launching of ATA Carnet System

On July 15, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) participated in the Grand Launching of the ATA Carnet System held at the Manila Hotel.
 
PUCP was represented by VP-Customs Affairs Ms. Julita Q. Lopez and VP-Door to Door / OFW Affairs Mr. Anthony V. Eugenio. The event marked a significant milestone in trade facilitation, introducing the ATA Carnet as a streamlined mechanism for the temporary admission of goods without duties and taxes.
 
PUCP supports initiatives that enhance customs efficiency and promote global trade connectivity.

PUCP Participates in CICAC Technical Working Group Meetings

The Port Users Confederation of the Philippines, Inc. (PUCP) actively participated in the 1st and 2nd Technical Working Group (TWG) Meetings of the Customs Industry Consultative and Advisory Council (CICAC) held on June 13 and August 15, 2024.
 
The meetings focused on trade facilitation strategies, including the reduction of time and cost in cargo clearance processes. PUCP contributed proposals aimed at streamlining customs procedures and improving the ease of doing business in the country.
 
Through its continued engagement in the CICAC platform, PUCP reaffirms its commitment to collaborative policy development and efficient port operations.

PUCP Holds Special Board Meeting on Proposed Customs Fees

On July 19, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) convened a Special Board Meeting at the PUCP Office to discuss the draft Customs Memorandum Order (CMO) concerning proposed customs fees and charges.
 
The meeting focused on evaluating the potential impact of the proposed fees on port users and the logistics industry. Board members reviewed the draft provisions and deliberated on PUCP’s official position and recommendations.
 
PUCP remains committed to protecting the interests of its members and will continue to engage with the Bureau of Customs to ensure fair and transparent policy implementation.

PUCP Joins LSPH Dialogue on Logistics and Port Concerns

On September 20, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) participated in the Logistics Services Philippines (LSPH) Dialogue at the World Trade Center, Pasay City with PUCP President Col. Rodolfo T. De Ocampo (Ret.) in attendance.
 
The dialogue served as a platform for stakeholders to raise pressing issues affecting the logistics and port sectors, including regulatory challenges, operational bottlenecks, and proposed policy reforms. PUCP reaffirmed its commitment to collaborative engagement in addressing industry-wide concerns and advancing efficient trade facilitation.

PUCP Holds 9th Regular Board Meeting

PUCP held its 9th Regular Board Meeting on September 26, 2024, at the PUCP Office. The Board discussed key financial matters, recent stakeholder engagements, and internal leadership updates. Col. Rodolfo T. De Ocampo (Ret.) was confirmed as concurrent President and temporary Chairman. Preparations for the 2024 Christmas Party and facility repairs were also approved.


The meeting focused on streamlining customs procedures, addressing industry concerns, and fostering stronger collaboration between government and private sector partners. PUCP reaffirmed its commitment to proactive engagement and policy advocacy in support of a more efficient and transparent trade environment.

PUCP Attends Central CICAC 6th Meeting Hosted by PHILEXPORT

On August 30, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) participated in the 6th Central Customs Industry Consultative Advisory Council (CICAC) Meeting held at Rizal Park Hotel, Manila. The event was hosted by the Philippine Exporters Confederation, Inc. (PHILEXPORT), and brought together key stakeholders from the trade and logistics sectors for a meaningful exchange with the Bureau of Customs.

On November 12, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) attended the Port of Manila CICAC Meeting held at Admiral Hotel, Manila.

PUCP Attends Philippine Skylanders’ 50th Anniversary Celebration

On November 26, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) joined industry partners in celebrating the 50th Anniversary of Philippine Skylanders International, Inc. (PSI) at Okada Manila.

The event honored PSI’s five decades of service in the logistics and air cargo warehousing industry. PUCP extends its warmest congratulations to PSI for this milestone and its continued contribution to trade facilitation and customs bonded warehousing in the Philippines.

On December 12, 2024, the Port Users Confederation of the Philippines, Inc. (PUCP) participated in a strategic meeting hosted by the Metropolitan Manila Development Authority (MMDA) at the Danilo Lim Conference Room, MMDA Building, Pasig City.
